Some content is genuinely a document - meant to be printed, signed, filed, or referenced as a fixed record - rather than a webpage that can be redesigned and reshuffled at will. A PDF QR code links to exactly that kind of hosted document: a brochure, an instruction manual, a full price list, a rental agreement, a technical spec sheet. Scanning it opens the file directly, sparing someone the trouble of hunting through a "downloads" section of a website to find the right one. If the content genuinely needs to be read carefully on a phone - a menu, a checklist someone will follow step by step - consider whether a properly responsive webpage might serve the reader better than a PDF built for print, reserving the PDF format for things people actually intend to download, save, or print themselves.
Static codes keep pointing at whatever address you originally set, which matters for content that changes on any kind of schedule - a seasonal menu, an annually updated price list, an evolving spec sheet. Replacing the file at that same URL, rather than reprinting the physical code every time content changes, keeps a static code current with zero disruption; just make sure whatever system hosts the file lets you overwrite it at a fixed address instead of generating a new link every time you upload a revision. For documents that move around more unpredictably - hosted through a system where the address does change each time - a dynamic QR code that redirects through a link you control removes that fragility entirely.
Security deserves a brief mention if the document contains anything sensitive - a rental agreement with a tenant's personal details, an internal price list not meant for public competitors to see. A QR code makes a document exactly as easy for an unintended person to reach as an intended one, since the link inside it carries no built-in access control. If the content genuinely needs to stay restricted to specific people, put it behind a login or a private, unlisted link shared directly rather than a QR code printed somewhere semi-public, where anyone with a camera and a moment's curiosity can reach the same file you intended for a narrower audience.
Finally, consider whether the document is genuinely a PDF's kind of content at all. A lengthy legal agreement, a certificate meant to be printed and kept, or a spec sheet referenced offline all suit the format well. A frequently browsed catalog or a menu people actually want to tap through item by item, on the other hand, often works better as a proper mobile webpage - PDFs are built for fixed-layout printing, not for the kind of scrolling, tapping interaction most people expect from content they're reading directly on a phone.
